In the news: Regulatory review announced by CFIA President

In November 2011, CFIA committed to ANAC that it would modernize the Feeds Regulations as part of an agency-wide review of all its regulatory frameworks. We were told that our association’s policy paper, The Case for Modernization of the Canadian Feeds Regulations, which was submitted to CFIA in late 2010, coupled with the readiness of our members to participate in the review process, had positioned the feed industry as a priority for regulatory modernization.

On December 22, CFIA President George Da Pont formalized this commitment in the release of a memorandum and discussion paper. As mentioned on page 7, the feed industry is included in the group subject to short-term review, defined as a period of 1-3 years. Preliminary discussions between ANAC and CFIA have already taken place, and details of the consultation process will begin to take shape in January 2012.  

We will keep ANAC members and feed industry stakeholders posted as the regulatory review process unfolds, and we encourage you to provide us with your views as we proceed.


Regulatory Reform - ANAC`s view on modernization of the Feeds Regulations

Few sectors have received as much attention in the last decade as food production. Concern related to food contamination has resulted in increased pressure on the entire agri-food value chain, as consumers seek assurances about the safety of the food supply.

Governments in several countries have responded by modernizing their regulatory practices by adopting a system-based approach to safety and improved risk management. Known as Hazard Analysis Critical Control Point (HACCP), this risk management approach has resulted in more rigorous industry controls and better allocation of government enforcement resources. 

In Canada, the regulations governing the commercial feed industry have been in place for over a quarter century and have not evolved with the changing environment. This has created an onerous compliance burden for the commercial feed industry, hampering industry productivity and tying up government resources—all without improving food safety.

ANAC’s vision is of a new regulatory environment that will increase food safety, foster innovation and make the feed industry more competitive. Our objective is to see the Feeds Act and its regulations aligned with international standards and practices.

Resolution of Major Problems with Compliance Verification System (CVS)

The CVS “dialogue and resolution” process with CFIA has now concluded. There were five issues considered by the industry to be particularly problematic, and these were under discussion between ANAC and CFIA throughout the summer and fall of 2009. The resolution now in place deals with the major problems identified in ANAC’s submissions to CFIA following the introduction of the CVS program in April 2009.
